Executive summary
This week in focus
The CSRC published a property-financing opinion on August 28, although the document is signed December 27, 2025. It supports refinancing, acquisitions, bonds, ABS and REITs subject to project-level requirements. The shift toward project-based financing does not amount to a blanket reopening of property IPOs.

Weekly overview
No newly accepted IPO application or new IPO rule was confirmed. Huatai Electronics published its first-round response; Suxun New Materials passed a Beijing Stock Exchange listing committee review; Jiangsu Yute Optoelectronics had a registration result disclosed; and Tongli Technology’s registration process was terminated.
The milestones concern different stages of review. Suxun’s committee pass is a step toward registration; Yute’s registration result is a separate event. Tongli’s termination ends its registration process without, by itself, establishing misconduct.
Property financing shifts toward project evidence
The CSRC published its opinion on capital-market support for the new property-development model on August 28. The document itself is signed December 27, 2025. Publication and issuance dates should not be conflated.
The opinion supports targeted refinancing by listed developers, acquisitions and related financing, corporate bonds, CMBS, property ABS, eligible REITs projects and the property private-fund pilot. These channels remain subject to policy-compliant projects and proceeds requirements.
The opinion places more weight on the project being financed, including its compliance, assets, cash flows, and use of proceeds. For an investor, land and construction approvals, ownership, and existing security interests help determine what supports the financing. The opinion does not reopen property IPOs across the board or waive existing obligations.

Review Activity
The week contained one newly disclosed inquiry response, one listing committee approval, one registration result and one termination of registration. The positive result concerned Jiangsu Yute Optical Technology; Tongli’s separate termination of registration is not an approval. Lieqi Intelligent’s earlier registration approval is not counted again merely because the same approval appeared in a later exchange attachment.
The review activity was concentrated in existing applications. Huatai’s first-round response is the next document to read alongside its prospectus; it presents the applicant’s explanation at that stage, not an exchange endorsement.
Reading this week’s response
Huatai Electronics supplied the one newly disclosed response confirmed this week. That narrow count does not support a broad claim about changing inquiry priorities across the market. The questions and the applicant’s answers need to be read together before drawing conclusions about its business or accounts.
Regulatory and Enforcement Boundary
The property-financing opinion is the main policy development covered here. Review terminations and committee results in the IPO section are procedural events, not enforcement decisions. This brief does not provide a complete national enforcement count.

At the October 3, 2026 accessibility check, some BSE project and disclosure links returned redirect or access restrictions. Historical official URLs are retained for source identification, but their current accessibility could not be confirmed. The access limitation is not evidence that the underlying documents or review events did not exist.
