Weekly overview

No newly accepted IPO application was confirmed. Twelve inquiry responses were disclosed across the Shanghai and Shenzhen exchanges. Three Beijing Stock Exchange applicants passed listing committee review, one project submitted for registration, and three registration results were disclosed.

The twelve response disclosures and three committee passes mark progress in existing applications. They do not represent twelve new applicants or three completed listings. Registration publications are counted separately below.

A private-fund proposal awaits feedback

The CSRC’s draft fundraising measures, published September 4, are open for comment until October 4. They are not in force. The proposal addresses qualified investors, initial paid-in commitments, look-through verification, eligible fundraising institutions, settlement-account supervision and records.

The proposed financial thresholds for ordinary individual investors include alternative tests, while funds targeting specified higher-risk assets face additional conditions. Exemptions from looking through an investment structure do not remove every check on beneficial investors and funding sources. These are proposed requirements, not thresholds to apply retroactively to completed fundraising.

Mature bond issuers receive streamlined procedures

Shanghai and Shenzhen revised their corporate-bond review guidelines on September 4, effective immediately. Shanghai’s eligibility confirmation lasts 36 months, subject to continuing qualification, and project review should generally take no more than ten working days. Governance, audit opinions, debt performance and adverse developments remain material. Streamlining does not guarantee registration or reduce intermediary responsibility. These are bond arrangements, not IPO rules.

Shanghai also revised its law-enforcement query guide. Simplified agency documentation does not give the public a right to use enforcement queries.

Review Activity

The disclosed responses included Ditong Industrial, Calterah, Yangtze Memory, Longxing Tianxia, Haihe Biopharma and seven Shenzhen exchange applicants. JiaHong New Materials, Xinpa Intelligent and Changde New Materials passed Beijing Stock Exchange listing committee review.

The three registration-result publications concerned Keruisi, Yulong Technology and Yuexin Semiconductor. The underlying decision dates and exchange publication dates are separate: Yulong’s approval is dated August 24 and Yuexin’s August 25, although their exchange result files were published during this reporting period.

Regulatory and Enforcement Boundary

Two kinds of regulatory text appeared on September 4: a consultation proposal for private funds and effective exchange guidelines for bonds. Neither is an enforcement measure against an IPO applicant. This brief does not provide a complete national enforcement count.
